Bob Jackson – Founder & Managing Member
Bob Jackson, the visionary founder and managing member of Jackson Development Company, LLC (JDC), brings decades of expertise in real estate development, affordable housing, and community revitalization. With a deep passion for creating sustainable and thriving communities, Bob has developed, built, renovated, and preserved over 4,500 units of multifamily housing throughout his career.
Bob’s journey in real estate development began with managing the acquisition and condominium conversion of multifamily properties across New York, Pennsylvania, and Florida. His expertise in property transformation led him to spearhead new residential construction projects in Pennsylvania, solidifying his reputation as a leader in the industry.
In 1997, Bob founded Reliance Housing Foundation, a nonprofit affordable housing developer, where he served as CEO for over 16 years. Under his leadership, Reliance acquired, renovated, and developed more than 3,000 multifamily units, making a significant impact on housing accessibility for families in need.
With a vision to enhance housing development in the U.S. Virgin Islands, Bob established Jackson Development Company, LLC in 2013. Since its inception, JDC has been at the forefront of transforming communities, specializing in the development of affordable, market-rate, and mixed-use housing.
Bob has played a key role as the principal developer in projects that include:
- 3,620 affordable rental units
- 940 market-rate units
- 1,200 condominium conversions
His total portfolio of completed projects exceeds $549 million, demonstrating his ability to successfully execute large-scale developments that improve communities and create lasting value.

Clifford Graham – Partner
Clifford “Cliff” Graham brings a wealth of public service and real estate development expertise to Jackson Development Company, LLC (JDC). With over 24 years of experience in the U.S. Virgin Islands’ public and private sectors, Cliff has played a pivotal role in housing finance, economic development, and infrastructure growth throughout the region.
Before joining JDC as a partner, Cliff served as the Executive Director of the Virgin Islands Housing Finance Authority (VIHFA) from 2001 to 2011. During his tenure, he oversaw the allocation of over $23 million in Low Income Housing Tax Credits, which helped produce more than 800 affordable rental units and 500 affordable homeownership units. His leadership ensured that vital funding, including CDBG, HOME funds, tax-exempt bonds, and other government resources, was leveraged to expand housing opportunities for Virgin Islanders. He also spearheaded the acquisition and redevelopment of a commercial property that now serves as VIHFA’s headquarters.
Cliff continued his commitment to public service as a two-term Virgin Islands Senator (2013–2017), where he chaired the Legislature’s Finance Committee and played a key role in shaping fiscal policies that supported sustainable growth in the territory.
In addition to his extensive housing and legislative experience, Cliff also served as President and CEO of the West Indies Company, where he managed the Havensight Cruise Port and its surrounding retail real estate. His leadership helped strengthen the territory’s position as a premier cruise and tourism destination.
At JDC, Cliff brings his expertise in housing finance, infrastructure planning, and economic development to support the company’s mission of creating sustainable and inclusive communities in the U.S. Virgin Islands. His dedication to public service and community-focused development continues to drive impactful projects that benefit residents and businesses alike.
Kyra Hansen – Business Support Manager & Partner
Kyra Hansen is an integral part of Jackson Development Company, LLC (JDC), bringing strong business acumen, operational expertise, and a deep commitment to community development. Born and raised in St. Thomas, Kyra has been with JDC since 2014, initially joining as an Executive Assistant before quickly advancing to her current role as Business Support Manager.
Kyra holds a Bachelor of Science degree with a dual major in Business Administration and Human Resource Management from DeVry University. She further honed her expertise by earning an MBA from DeVry’s Keller Graduate School of Management. Committed to continuous learning, she pursued affordable housing compliance certification while gaining hands-on experience in real estate development, regulatory compliance, and operational management.
At JDC, Kyra plays a key role in business operations, overseeing governmental compliance filings, coordinating with third-party vendors, IT consultants, accountants, property managers, and insurance agents. Her ability to seamlessly manage these critical functions ensures the company’s projects are executed efficiently and in accordance with industry regulations.
In 2020, JDC recognized Kyra’s contributions and dedication by granting her an equity stake in the company, solidifying her position as a valued leader within the organization.
With her strong leadership, operational expertise, and commitment to the Virgin Islands community, Kyra continues to drive JDC’s mission forward, helping to build sustainable, high-quality housing and commercial developments across the region.
